#RebuildingHumanity Forum 2019
27 Group celebrated its second-year anniversary at the Royal Lake Club, Kuala Lumpur in September 2019. We also organised our inaugural #RebuildingHumanity Forum 2019 with speakers across various industries. The half-day event brought together close to 300 policymakers, industry players, academia and 27 Group’s partners in the nation-building sphere to explore themes on high-income jobs, digital agriculture, public-private partnerships and smart cities.
#01 Deep SEZ Integration And AI Commons
- Create a City State Digital & Energy Triangles that treats example JS-SEZ, Sarawak’s hydro/hydrogen and Sabah’s energy upgrades as one system for AI, cloud and advanced manufacturing, with joint investment boards and fast-track regulation.
- Establish a National AI & Data Commons: mandatory data-sharing from public utilities, health, agro-food and transport into sovereign cloud platforms hosting, with open APIs so local SMEs can build AI services.
#02 Radical Fiscal & Governance Reset
- Introduce a State Revenue Sharing Compact 2030 where they get formula-based upside from example of data centres, RE exports, biomass and hydrogen, in return for meeting strict governance, ESG and transparency KPIs.
- Replace blanket subsidies / reallocation of legacy commitments in budgets with Outcome-Based Social Contracts: link fiscal transfers to States / Districts to indicators like median wealth, food self-sufficiency, disaster loss reduction, SME formalisation and women/youth entrepreneurship rates.
#03 Food Resilience & Agro-tech Leap
- Launch Malaysia Food Farms Network: 50–100 large-scale, climate-smart agro parks near cities and along multi model transport corridors, run via PPPs with guaranteed offtake for school feeding, hospitals and defence.
- Create a National Agri-AI and Fertiliser Optimisation Mission to deploy AI advisory, soil sensing and variable-rate input use for rice, vegetables, livestock and oil palm, with performance-based grants tied to yield and input savings.
#04 Energy, Biomass & Transport Decarbonisation
- Move from NETR pilots to a Bio-Circular & SAF Supercluster: dedicated nationwide aggregation of EFB, POME, wood residues, organic waste and UCO into SAF, marine biofuels and process heat, anchored by multi-offtake contracts with airlines and shipping lines.
- Establish Clean Transport Corridors: accelerate nuclear rollout, mandate minimum SAF / biofuel blends on key aviation and logistics routes, coupled with green bunkering hubs and carbon positive plantations for carbon-credit stacking for operators.
#05 Infrastructure, Water & Climate Resilience
- Create a National Water & Flood Resilience PPP Facility to fund long-horizon projects for watershed retention, dams, urban drainage and nature-based flood mitigation in populated areas.
- Integrate Last-Mile Rural Mobility into big-rail technology projects via demand-responsive shuttles, digital EV carpooling, digital ticketing, dynamic AI‑optimized freight routing to minimize empty runs and SME-run logistics hubs at stations.
#06 Industry 5.0, Construction &
High-end Real Estate
- Designate Industry 5.0 Zones that bundle robotics, prefab construction, circular materials and digital twins, with mandatory local SME participation and export targets into ASEAN and the Gulf.
- Pilot UHNW Innovation Districts: tightly regulated, high-end mixed-use areas in certain cities that tie residency and tax incentives to minimum commitments in venture funds, impact projects and rural transformation vehicles.
#07 Secondary Healthcare & Care Economy
- Invest in Regional Specialist Health Hubs as cross-border centres for oncology, geriatrics, rehabilitation and telemedicine, linked to digital health records and insurance portability in ASEAN.
- Grow a Care Economy Programme: TVET and micro-credential tracks for nurses, allied health, community care workers and digital health technicians, tied to domestic and export demand.
#08 SME, Entrepreneurship &
Regulatory Rewiring
- Roll out a Single National Permitting Pathway: one digital journey for SME formation, land use, environmental approvals and trade facilitation, with auto-approval for low-risk activities and strict timelines for others.
- Create SME Export Transformers: sector-specific accelerators (example agri-food, green tech, digital services, construction-tech, culture-driven tourism) with shared sales channels into ASEAN, India and the Middle East, and targeted support to meet ESG and cybersecurity rules.
#09 Talent, Education & Frontier Skills
- Establish State Talent Compacts that guarantee apprenticeships and job placement in software development, engineering, agro-tech, health sciences, energy transition, etc in exchange for curriculum redesign around AI and green skills.
- Introduce a Malaysia Frontier Skills Visa and Bond to attract global AI, biotech, energy and robotics talent into more SEZs and hubs, with obligations to train locals and co-found ventures with Malaysian partners.
